Confirmation Sampling/Limited Site Investigations
Cape Canaveral AFS and Patrick AFB, Florida
This project consisted of base-wide Confirmatory Sampling (CS) Investigation at CCAFS and PAFB consisting of managing and completing all components of the Phase II Environmental Assessment at each Base including preparation of site specific CS work plans, Health & Safety Plan (HASP), Sampling & Analysis Plan (SAP), preparation/completion of field sampling activities, GIS electronic data management, QA/QC on project deliverables, and preparation and submittal of CS reports and recommendations to the USAF Environmental office, USEPA and FDEP.
Our Team successfully completed site investigations at over 400 potential release locations (PRLs) including a variety of sites such as underground storage tanks (USTs), above ground storage tanks (ASTs), waste staging areas, storage and disposal facilities, cooling towers, electrical transformers, and sandblasting operation sites in various environmental media ranging from soil, groundwater, surface water, and sediment. Field investigation screening techniques included soil OVA surveys and direct push technology (DPT) groundwater sampling.
CS findings and recommendations are being used by the USAF and regulators to determine additional site delineation and designation of future solid waste management unit sites. The scope of contract was modified to include interim measure (IM) remedial clean-up, where applicable, to expedite site resolution or mitigate SWMU designation.
Environmental Restoration, Construction, Land Use Control, and Monitoring, Cape Canaveral AFS, Florida
This project is comprised of environmental study, construction, and remediation services at Cape Canaveral AFS and Patrick AFB, Florida following RCRA and TSCA guidance. This project is being completed under the direction of USEPA and FDEP and includes the following scope of services:
Space Launch Complex 37 CMI (Soil Cleanup)– The SLC-37 soil interim measure consisted of a CMI Work Plan following TSCA (following 40 CFR 761), site-specific Health and Safety Plan (HASP), Sampling and Analysis Plan (SAP), soil sampling for PCBs (horizontal and vertical delineation), concrete deluge basin demolition, concrete sampling for PCBs, waste profiling and manifesting (non-hazardous and hazardous), soil excavation, transportation and disposal (T&D) to 3 separate landfills (C&D, Subtitle D, and Subtitle C), well installations, ground water sampling, data interpretation, ERPIMS/GIS data electronic formatting, public RAB presentations, and a CMI Report.
Space Launch Complex 37 CMI (Ground Water Clean-Up System with Ozone Injection)– The SLC-37 project included the preparation of a Corrective Measure Design (CMD) and a Corrective Measures Implementation (CMI) Work Plan, site-specific Health and Safety Plan (HASP), and Sampling and Analysis Plan (SAP). Site investigations including high resolution DPT ground water profiling (1-ft intervals), performance monitoring well installations, ground water sampling, air sampling, and engineering design including P&IDs for a 50 lb/day ozone trailer injection system to treat chlorinated VOCs in ground water within two separate source areas; installation of injection wells and distribution piping; system construction and integration; O&M; remedial process optimization (RPO); data interpretation, ERPIMS/GIS data electronic formatting, public presentations, and a CMI Report.
Space Launch Complex 37 CMI (Ground Water Clean-Up with Emulsified Vegetable Oil/Potassium Lactate)– The SLC-37 project included the preparation of a Corrective Measure Design (CMD) and a Corrective Measures Implementation (CMI) Work Plan, sitespecific Health and Safety Plan (HASP), and Sampling and Analysis Plan (SAP). The design and implementation of an emulsified vegetable oil / potassium lactate injection at 1 isolated source area, and included installation of 14 injection wells, performance monitoring wells, construction of a portable injection trailer with a 50-HP shear pump and mixing hoses and pressure/flow gauges; O&M; remedial process optimization (RPO); data interpretation, ERPIMS/GIS data electronic formatting, public presentations, and a CMI Report.
Land Use Control (LUC) Implementation / Maintenance and Remedial Action Monitoring (FY07)- The LUC and ground water monitoring was conducted for various RCRA SWMUs located at Patrick Air Force Base and Cape Canaveral Air Force Station, Florida. These SWMUs include Space Launch Complex 11, Space Launch Complex 12, Space Launch Complex 16, Firefighter Training Area FT-16, Landfill 18, Facility 84920, Area 55, Space Launch Complex 36, Facility 1608, and Space Launch Complex 17 at Cape Canaveral AFS, the former pesticide shop at Facility 958 (Patrick AFB) and the four golf course landfills (Patrick AFB). These SWMUs are being monitored for VOCs, petroleum contaminants, pesticides, and TAL metals. The scope of work also includes site-specific Work Plans, Health and Safety Plan (HASP) and Sampling and Analysis Plan (SAP), Land Use Control inspections, maintenance, and EPA/FDEP compliance reports. LUC maintenance includes quarterly inspections, installation of Warning Signs and fencing, temporary well installations and ground water sampling, and compliance reports to USEPA/FDEP.
Facility 38320 Interim Measure (Ground Water Clean-up with Emulsified Vegetable Oil/Potassium Lactate)
– The Facility 38320 project included the preparation of an Interim Measure (IM) Work Plan, site-specific Health and Safety Plan (HASP), and Sampling and Analysis Plan (SAP). The design and implementation of an emulsified vegetable oil / potassium lactate injection at 2 source areas, and included installation of 47 injection wells, multi-chamber performance monitoring wells, injections using a portable injection trailer with a 50-HP shear pump and mixing hoses and pressure/flow gauges; O&M; remedial process optimization (RPO); data interpretation, GIS data electronic formatting, public presentations, and an IM Report.
Space Launch Complex 37 Operation and Maintenance (O&M)
– SLC-37 CMI Operation and Maintenance and performance monitoring of the 50 lb/day ozone injection system and the emulsified vegetable oil / potassium lactate injection area; O&M and remedial process optimization (RPO); data interpretation, GIS data electronic formatting; public RAB presentations, and O&M Reports. Long Term Monitoring (LTM) and Land Use Control (LUC) Implementation/ Maintenance
LTM/LUC was conducted for Facility 958 located at Patrick Air Force Base, Florida. This long term groundwater monitoring of this SWMU at Patrick AFB was for VOCs and pesticides. The scope of work also includes LTM Work Plan preparation, Land Use Control inspections, maintenance, and EPA/FDEP compliance reports. In addition, a site-specific Health and Safety Plan (HASP) and Sampling and Analysis Plan (SAP) were prepared prior to field activities. Ecological Risk Monitoring (ERM) Program
- The objectives of the ERM Program was to monitoring known RCRA SWMU groundwater plumes as they discharge into man-made drainage canals, and to evaluate potential groundwater and surface water discharges and impacts to the ecologically sensitive Banana River Lagoon. Hundreds of environmental samples and data (surface water, sediment, and groundwater samples, flow data and seepage data) were collected from several locations throughout CCAFS and the Banana River Lagoon (BRL). Monitoring activities were conducted during both the historically dry month (April) and wet month (August) to compare seasonal fluctuations in the data. The program included a Work Plan, coordination with USEPA and FDEP, data interpretation, public presentations, ERPIMS/GIS data electronic formatting, and a final Report.
Space Launch Complex 13 (Groundwater Remediation)
– The SLC13 project included the preparation of a Corrective Measure Design (CMD) with engineering design specifications and drawings (P&IDs), a Corrective Measures Implementation (CMI) Work Plan, site investigations including high resolution (1-ft intervals) direct push groundwater profiling, monitoring well installations, groundwater performance sampling. The treatment system consists of a 2.5 lb/day ozone trailer injection system to treat chlorinated VOCs in groundwater within a 1 acre source area; Installation of 144 multi-level injection wells and distribution piping; system construction and integration; O&M and remedial process optimization (RPO); data interpretation, ERPIMS/GIS data electronic formatting, public RAB presentations, and a CMI Report.
Land Use Control Implementation / Maintenance and Remedial Action Monitoring
- The LUC and groundwater monitoring was conducted for various RCRA SWMUs located at Patrick Air Force Base and Cape Canaveral Air Force Station, Florida. These SWMUs include Space Launch Complex 11, Space Launch Complex 12, Space Launch Complex 16, Firefighter Training Area FT-16, Landfill 18, Facility 84920, Area 55, Space Launch Complex 36, Facility 1608, and Space Launch Complex 17 at Cape Canaveral AFS, the former pesticide shop at Facility 958 (Patrick AFB) and the four golf course landfills (Patrick AFB).
