3E Consultants, incorporated in the State of Florida in 2005 and has five principals: Mr. Maurice Pearson, Mr. Chris Parent, Mr. Paul Seavy, PE, Mr. Michael Orcino, PE, and Mr. Dennis Theoret, PG, provides a wide range of environmental, health, safety, construction, ecological, and engineering consulting services in the United States and internationally. 3E is a certified SBA 8a Small Disadvantaged Business, an Orange County Minority Business Enterprise, GOAA Minority Business Enterprise and Local Developing Business, and a Florida DOT Small Disadvantaged Business Enterprise with local offices in Cocoa, Orlando, and Tampa, Florida.

Maurice Pearson

Maurice Pearson
President, Orlando

Mr. Pearson is a principal and president of 3E. He has been involved in managing natural resources in the central Florida area since 1993.

Maurice´s strengths are in the areas of wildlife and habitat analysis, threatened and endangered species studies, wetland evaluations and National Environmental Policy Act (NEPA) documentation.

Additional experience includes wetland enhancement and mitigation design. He has gained valuable experience and contacts working for regulatory agencies such as the St. Johns River Water Management District and the Florida Fish and Wildlife Conservation Commission.

Dennis Theoret

Vice President, Cocoa

Mr. Theoret, principal and vice president at 3E, has 21 years of environmental experience. Mr. Theoret was a founding principal of 3E's predecessor company, Apex Environmental Engineering and Compliance, Inc. He has provided program management, project management, and technical expertise on geologic and hydrogeologic efforts for soil, ground water, and light-non-aqueous phase liquids/dense non-aqueous phase liquids (LNAPL/DNAPL) remediation for both federal and private sector clients.

Chris Parent

Mr. Parent, principal and vice president for 3E, has been in the environmental engineering field for 16 years. Like Mr. Theoret, Mr. Parent is also a founding principal of Apex Environmental Engineering and Compliance, Inc.

He previously worked for Lockheed Martin Corporation in Daytona Beach and Orlando, Florida with the responsibility of environmental, health and safety program compliance, policy development, training, auditing, permitting, and remediation programs.

He has served as program manager for Lockheed Martin Missiles and Fire Control environmental and safety projects since 1997. Additionally, he has been a key participant in assessment programs for Department of Defense (DoD) contractors and various manufacturing facilities.

Michael A Orcino

Michael A. Orcino, PE
Vice President, Orlando

Mr. Orcino, principal and vice president for 3E, has provided program management, project management, QA/QC, technical expertise, and health and safety management for federal, state, and private sector clients throughout Florida and other states for over 14 years.

His background includes preparation of contamination assessment reports and development and implementation of remedial action plans; development of engineering plans and specifications for organic and inorganic remediation systems; development of comprehensive health and safety programs and Quality Assurance Project Plans; RCRA/CERCLA projects; Phase I and Phase II environmental site assessments for land development projects; Level I and Level II baseline assessments for Department of Transportation (DOT) projects; human health and ecological risk assessments; LNAPL and DNAPL investigations; landfill permitting and monitoring; and environmental permitting for water, wastewater, and air; and hazardous building materials assessments and remediation.

Paul Seavy

Paul Seavy, PE, PSSC, CFEA
Vice President, Tampa

Mr. Seavy, principal and vice president of 3E, has over 22 years experience in providing remedial construction and O&M related services to both governmental and private clients. He has design and construction experience with petroleum fuel tank system removal/remediation, air sparge systems, vapor extraction systems, groundwater extraction/injection systems, in-situ oxidation, enhanced bioremediation, landfill capping, and wastewater treatment systems. His experience in wastewater and remedial treatment technologies includes biological, air stripping, carbon adsorption, ion exchange, pozzolonic stabilization, UV, chemical oxidation, metals precipitation, and thermal treatment.
